Branding: logo con la bandera de Paraguay y OCA

Reemplaza el mark violeta por un badge con la tricolor paraguaya (rojo, blanco,
azul) y las letras OCA en azul sobre la franja blanca. Regenera los PNG
(512, 180, 32) desde el SVG.
