feedback page: portal link points at the top of the directory page, not its #apply anchor
Both references (the static .link-signup href and the PORTAL_URL constant) now target https://odoo4projects.com/odoo-community-developers/ with no #apply, so a visitor lands at the page's own introduction instead of dropping mid-page at the application form. The constant is no longer a second literal: it reads the static href back from the markup, so the two cannot disagree — the markup href is the one source. The directory page's own same-page #apply triggers are untouched.
